(no chance for fraud there...)&lt;br&gt;If someone did not submit proof of coverage, the Internal Revenue Service would notify a newly established regional or state-based health-care agency (which Edwards has dubbed a Health Care Market). (no new bureaucracy there...)&lt;br&gt;Those regional agencies would then evaluate whether the uninsured individual was eligible for Medicare (which covers those over 65), Medicaid (which covers the indigent), or S-CHIP (the State Children's Health Insurance Program which targets the working poor). (all that and we still need universal health???)&lt;br&gt;If the individual was not eligible for either of those existing public programs, the regional-health care agency would enroll the individual into the lowest cost health-care plan available in that area. The lowest-cost option could be a new Medicare-like public option or a private insurance plan. (more bureaucracy...)&lt;br&gt;The newly covered individual would not only have access to health benefits but would also be responsible for making monthly payments with the help of a tax credit. (paid for by who? Oh yea, us...)&lt;br&gt;The exact size of the financial obligation would vary according to a person's income, lower-income Americans would receive larger tax credits. &lt;br&gt;If a person did not meet his or her monthly financial obligation for a set period of time (perhaps a year, perhaps longer) the Edwards plan would empower the federal government to garnish an individual's wages for purposes of collecting &amp;quot;back premiums with interest and collection costs.&amp;quot; (and if they work under the table...)&lt;br&gt;The process, according to the Edwards campaign, would resemble the process used to collect money from Americans who are delinquent on federal student loans or child support payments. &lt;br&gt;The Edwards campaign has not put a dollar figure on the amount that would be garnished from wages because the cost of the lowest-priced plan in that region could vary and is not yet known.&lt;br&gt;&lt;br&gt;Great we are going to make not having heathcare insurance a criminal activity. I don't know how others think they can spew venom about Republicans to the degree they do then think they will appeal to us as people when they need our vote. We are still 50 percent of the vote. Reading these blogs has convinced me that dems are not even close to united as a party and many will not vote if the party does not choose their candidate. Many say they would vote against one not of their choosing to punish the party for not leaning left enough. Biden seems to have realized that Bush is not running and dwells more on actual policy not as much of the &amp;quot; I'm not Bush&amp;quot; slogan. Add to that that the others look to him for original thought and it would be sad for the party to choose a candidate based on popularity poles only to watch them lose. If you only listen to those who agree with you you may start to believe that everyone agrees with you. I don't think I've ever disputed that Clinton, Edwards, and Obama are the top three. The question is with the actual % of support, and who is 1-3. I've also said since September that Biden was in 4th on the ground, and now this poll has him 4th. &lt;br&gt;&lt;br&gt;Caucus polling is really slow to reflect trends, because they poll a large % of non-caucus going Democrats, and they are slow to pick up lack of support for candidates with high name ID. The best example of this is 03 polling with Lieberman. His polling always reflected high name ID not real support. In the 8/3/03 Des Moines register &amp;quot;Iowa Poll&amp;quot; he polled at 10%, however he had less than 1% actual support, but non-caucus goers would give his name from the list of candidates running, because they recognized the name. 5 weeks after polling at 10% and in 3rd place (or 4th?) Lieberman officially drops out of Iowa. By the 11/9/03 &amp;quot;Iowa Poll&amp;quot;, two months after publicly dropping out of running in Iowa, and actually moving to New Hampshire (it must be a Conn. thing as Dodd as a rental home in Iowa) Lieberman only dropped to 5%, where he was now tied with Edwards. I agree that many of these &amp;quot;leaners&amp;quot; will have no trouble going elsewhere, and Biden is the logical choice. &lt;br&gt;&lt;br&gt;There are some supporters who believe he will get out of the war immediately, and trust that he isn't pandering on this issue. Typical.&lt;br&gt;&lt;br&gt;Bill Clinton was more concerned about having parties in the White House then he was about taking care of America's business. He's the one that ignored the warning signs. How many attacks on the US, and US assets, did he ignore all through the '90s? All of them. What did he do about those attacks? Nothing. The terrorism threat could have been sidetracked if Bill had paid more attention to it and less attention to harrassing the interns.&lt;br&gt;&lt;br&gt;Bill Clinton never took his job seriously. It was all about him and his huge ego. So when people say that his bopping the help didn't cause any great harm to this country, then those people are just plain wrong. Clinton never worked for the American people, he worked for his own pleasure and his own ego.&lt;br&gt;&lt;br&gt;If you want to talk about Bush's inadequacies, feel free to do so.
