Edwards: Garnish Wages If Needed to Cover All

ABC News' Teddy Davis Reports: Democratic presidential candidate John Edwards is hoping to stand-out from rivals on health care.

Like Clinton (and unlike Obama), Edwards' health-care plan would require every American to have health insurance.

But unlike Clinton, Edwards is now detailing how he would enforce his mandate.
Under the Edwards plan, when Americans file their income taxes, they would be required to submit a letter from an insurance provider confirming coverage for themselves and their dependents. (no chance for fraud there...)
If someone did not submit proof of coverage, the Internal Revenue Service would notify a newly established regional or state-based health-care agency (which Edwards has dubbed a Health Care Market). (no new bureaucracy there...)
Those regional agencies would then evaluate whether the uninsured individual was eligible for Medicare (which covers those over 65), Medicaid (which covers the indigent), or S-CHIP (the State Children's Health Insurance Program which targets the working poor). (all that and we still need universal health???)
If the individual was not eligible for either of those existing public programs, the regional-health care agency would enroll the individual into the lowest cost health-care plan available in that area. The lowest-cost option could be a new Medicare-like public option or a private insurance plan. (more bureaucracy...)
The newly covered individual would not only have access to health benefits but would also be responsible for making monthly payments with the help of a tax credit. (paid for by who? Oh yea, us...)
The exact size of the financial obligation would vary according to a person's income, lower-income Americans would receive larger tax credits.
If a person did not meet his or her monthly financial obligation for a set period of time (perhaps a year, perhaps longer) the Edwards plan would empower the federal government to garnish an individual's wages for purposes of collecting "back premiums with interest and collection costs." (and if they work under the table...)
The process, according to the Edwards campaign, would resemble the process used to collect money from Americans who are delinquent on federal student loans or child support payments.
The Edwards campaign has not put a dollar figure on the amount that would be garnished from wages because the cost of the lowest-priced plan in that region could vary and is not yet known.

Great we are going to make not having heathcare insurance a criminal activity. Great.
This still does not cover the problem of illegal immigrants abusing the system. No coverage, no taxes so no IRS oversite, no garnishment.
Wait did he really say that he wants the IRS to do oversite of his manditory healthcare issurance plan???

Wanting to impeach Bush and Cheney when the majority of the country is against it would be a disaster for the Democratic party, just as the GOP's ill-advised impeachment of Clinton hurt them in the 98 election.

The country wants congress to get things done. But warning Bush in advance if you do this I will move to impeach is smart on Biden's part. And because Biden is a man of his word he will follow through.

Also, Biden has never said let's give Bush et al a pass, he has said that he could be tried for crimes after leaving office, if the evidence was strong enough to convict.

Some encouraging news for those who pay attention to polls. A new American Research Group poll in Iowa has Biden moving past Richardson, and also indicates that 33% of likely Democratic caucus goers are still undecided or could change their mind before January 3.

As one who will most likely (but not a given) vote for a republican I have to say that Biden is the only candidate in the dem field that has any crossover appeal. I don't know how others think they can spew venom about Republicans to the degree they do then think they will appeal to us as people when they need our vote. We are still 50 percent of the vote. Reading these blogs has convinced me that dems are not even close to united as a party and many will not vote if the party does not choose their candidate. Many say they would vote against one not of their choosing to punish the party for not leaning left enough. Biden seems to have realized that Bush is not running and dwells more on actual policy not as much of the " I'm not Bush" slogan. Add to that that the others look to him for original thought and it would be sad for the party to choose a candidate based on popularity poles only to watch them lose. If you only listen to those who agree with you you may start to believe that everyone agrees with you. That has been a problems for both parties.

I agree the polls are statistically invalid, and I've been a broken record on that issue. But obviously you prefer movement up versus down. The problem with the polls isn't so much the order of candidates. I don't think I've ever disputed that Clinton, Edwards, and Obama are the top three. The question is with the actual % of support, and who is 1-3. I've also said since September that Biden was in 4th on the ground, and now this poll has him 4th.

Caucus polling is really slow to reflect trends, because they poll a large % of non-caucus going Democrats, and they are slow to pick up lack of support for candidates with high name ID. The best example of this is 03 polling with Lieberman. His polling always reflected high name ID not real support. In the 8/3/03 Des Moines register "Iowa Poll" he polled at 10%, however he had less than 1% actual support, but non-caucus goers would give his name from the list of candidates running, because they recognized the name. 5 weeks after polling at 10% and in 3rd place (or 4th?) Lieberman officially drops out of Iowa. By the 11/9/03 "Iowa Poll", two months after publicly dropping out of running in Iowa, and actually moving to New Hampshire (it must be a Conn. thing as Dodd as a rental home in Iowa) Lieberman only dropped to 5%, where he was now tied with Edwards. Lieberman wasn't at 5% in August, and he wasn't at .05% in November, but such a large number of non-caucus goers who are included in the poll continued to say they'd support Lieberman, because it was the only name they knew. Richardson has support in Iowa, but he's been in 5th place on the ground for some time (he is the only candidate without a single Iowa legislative endorsement, Biden's a close third in Iowa, one less than Obama and two less than Clinton), but because from April through July he spent more on ad time than all other Democratic candidates combined, and he sends as much direct mail as Clinton he polls high (with non caucus going Democrats), because of name recognition.

If Iowans caucus for who they think would make the best President Biden would come in first by a landslide.

But the "facts" are clear that Bush and Cheney have written history (in addition to witholding information , hiding behind executive priviledge, and refusing to comply with the Constitution re: "signing statements" instead of no excuses bill signings or vetos etc.etc.etc.etc.) as they see fit. They have repeatedly lied when it was convenient and have no respect for the idea of co-equal branches of government or the Constitution. The constant "liberal" charge has nothing to do with the facts any more than "conservative" applies to Bush and Cheney. Conservatives supposedly believe in a strict interpretation of the Constitution and the rule of law. These two believe in nothing but the expansion of Executive power and their own rulemaking, regardless of the law. They hide behind "national security" whenever anyone or any group challenges their agenda. Biden is absolutely right. Starting impeachment hearings today would not be too soon.

Sara has a very good point about Richardson's support in Iowa. If I remember correctly, he was one of the first candidates on either side to start advertising in Iowa, so his name recognition might be greater than Biden's has been, particularly with those who don't follow politics very closely.

That being said, I do know people who think either Richardson or Biden would be the best choice because of their superior credentials. If these people consider them mostly interchangable, then it would be pretty easy for them to jump from Richardson to Biden if they think Biden has a good shot at being this cycle's "darkhorse" candidate.

Yes and No. It depends on the group. Where I work it is a hot top among those of us who are active in politics, when I'm at an event at my daughters school, if it comes up, it usually is a comment from a parent (usually a mom) about how sick they are with the whole thing.

I don't doubt there are many people who still think Richardson is one of the most qualified, I once thought he was most electable donated to his campaign, and supported him. but as a candidate he was very disappointing. Eventually I couldn't convince myself he wasn't doing that bad in debates or on the stump, and Biden kept impressing me. I switched support in mid July, long before Richardson's "gay is a choice", God wants Iowa caucuses first, etc etc.

Gov. Richardson does have a great resume, and he has support, but he had a lot more support (actual committed supporters) in June than he does now. What is interesting is the number of people who are leaning Richardson, because of poll numbers. They think he's the only alternative to the "top three". I agree that many of these "leaners" will have no trouble going elsewhere, and Biden is the logical choice.

There are some supporters who believe he will get out of the war immediately, and trust that he isn't pandering on this issue. But Richardson is too smart to leave first and then try diplomacy, when US leverage is gone.

Conservatives should be outraged that this President has ignored the Constitution and the Bill of Rights whenever those founding documents and concepts do not suit their situational ethics. Joe Biden is absolutely right. The President does not have the power to declare war (in this case, seemingly being considered by the Bush administration). That power, per the Constitution, rests with the Congress. Hopefully, Congress will never again relinquish that power to the Executive Branch. Otherwise, we're in for more human and financial disasters like Iraq.

My, my. Someone feels put out. When all else fails, try to change the subject. Typical.

Bill Clinton was more concerned about having parties in the White House then he was about taking care of America's business. He's the one that ignored the warning signs. How many attacks on the US, and US assets, did he ignore all through the '90s? All of them. What did he do about those attacks? Nothing. The terrorism threat could have been sidetracked if Bill had paid more attention to it and less attention to harrassing the interns.

Bill Clinton never took his job seriously. It was all about him and his huge ego. So when people say that his bopping the help didn't cause any great harm to this country, then those people are just plain wrong. Clinton never worked for the American people, he worked for his own pleasure and his own ego.

If you want to talk about Bush's inadequacies, feel free to do so. But Clinton did more harm to this country then Bush could ever do.

Joe Biden is the only viable candidate, with all of the qualifications and years of experience dealing in all aspects of the political arena, capable of winning the White House back for the Democratic Party. Hopefully, and with good faith that there is still intelligent life out there somewhere, he will be chosen the Democratic nominee, which I am confident would lead to the ultimate victory, the White House. I shutter to think that someone like Hillary Clinton, even worse…Barack Obama, could potentially take the democratic nomination – neither of which IMO would ever be capable of winning the general election let alone actually perform the duties of POTUS to the high degree of certainty and standards I know Joe Biden would. I believe Joe Biden is the only candidate who has his heart and soul firmly planted in the best interests of our country and the American people and I, for one, am not willing to leave any room for doubt or reservation this election - there is just way too much at stake! I am proud to support Joe Biden - all the way.

Bill could not have possibly been impeached for bombing Serbia which was done as a NATO action in concert with other NATO countries to defend the Republic of Kosovo from genocide and it was a completely legal action that had the consensus of multiple allied nations. Where was the consensus for the Iraq war? The "Coalition of the Willing" was more like a Coalition of the Coerced consisting of mainly Eastern European countries and former Soviet republics that desperately want to join NATO and believed it was their only ticket in. Where are the Weapons of Mass Destruction that were our sole reason for invading? Bush and Cheney are War Criminals. They should be arrested and tried before the Hague.
