I don't see quite how that qualifies him to comment on what Giuliani did to the city during his tenure. I moved to NYC in 1993, and the idea that Giuliani &amp;quot;made New York closer&amp;quot; is only true if you mean he united the city against him - his approval ratings right before 9/11 were lower than Bush's are now - around 20%! Also loved how, right after 9/11, he tried to extend his mayoralty, and we all said, NO WAY!
