During the first Clinton era the credit crisis began and has continued to be a problem. Consumer lending is a downright black market and has been WAY out of control for years. During the Bush administration we have seen the emergence of MANY agencies who try to help borrowers get out from the burden of consumer credit. That made it where the average borrower's credit was tainted, weak or slow - creating the necessity for a mortgage market catered to those people. That is where Subprime lending, which was a blessing for many people even while being a curse to others, came in to play and gained popularity. This, coupled with corporate greed and a newly accessible mortgage industry that bred individual greed, created an environment where EVERYBODY was able to jump on the real-estate bandwagon.
