I would have suggested a comprehensive fuel conservation speech (carpooling ideas, flannel pajamas and sleep with socks in the winter, subsidies to reduce public transportation costs, etc. etc. etc). This would not only change the subject but offer a more credible solution to the energy problem than the ridiculous tax holiday.
