House's race against time on 'Clunkers'

It's a race against time today for the House. They're set to go off on their way for recess once the gavel comes down at close of business, but they want to send the "Cash for Clunkers" program another $2 billion before they go.

Procedurally, they will need to get Republicans to go along, however. Early indications are that it might be possible, but conservatives are already on the record as opposing more money.

Video: Sen. Debbie Stabenow, D-Mich., discuses the House’s plans to pass $2 billion to keep the “Cash for Clunkers” program running. Just a week after taking effect, the program has already run through the $1 billion allocated to it.

Today, White House Auto Czar Brian Dees was up on the Hill for a closed-door meeting of the Michigan delegation, where he gave assurances that the program would not be suspended and indicated that he wants the dealers to continue to submit applications for the credit.

The plan is to "reprogram" the money from a a renewable energy loan guarantee program in the stimulus that has funds yet to be used. The money would eventually be replenished, according to a House leadership aide.

We just saw Debbie Stabenow on MSNBC saying that she wants $4 billion more. The trouble with that is that once the House votes for $2 billion and leaves town, that's it. There's no changing it. The Senate is here for one more week and can take it up after this weekend.

Hill sources say at the Democratic caucus meeting this morning, House Majority leader Steny Hoyer told members, "We are working to get a unanimous consent vote to bring up 'Cash for Clunkers' today ... with $2 billion transferred from Recovery funds."  (That is the stimulus money.) 

If passed, sources say, the Senate could take it up next week in the final days before recess. Specifically aides say the "Clunker" program would be refueled with funds from what's known as "Title 17 renewable energy loan guarantees."  

The House would then work to replenish those dollars which advisors say have  "have been slow to move out." House leaders say, "Clunkers is a more urgent priority."

Senior Obama adviser David Axelrod, while walking past Capitol Hill stakeout, responded to question about the program. "We're working that through," he said. "The program is going to continue."

It must be a slow day with nothing for FR to do but put up the same story 3 times. How about each take a different (totally different) story and run with it rather than all work on the same thing?

Anita, Alabama, yes the Cash for Clunkers includes import brands. They don't go by brand but by milage and amount of pollution they give out. Many of the imports may not qualify as they are, and have been, way ahead of the domestic brands in reducing pollution and increasing gas milage.
I sure hope that Congress can come up with more money to keep the Cash for Clunkers program going as we've seen how successful that program has already been in just one week.  I would hope that the second time around they'd force a better gas mileage efficiency upgrade to make sure the program helps decrease our dependency on foreign oil.  Not surprised that the dopes of nope aren't so hot on the idea to extend the program to help the economy because they are afraid that now that the program has proven successful they are more worried about their getting reelected than helping the people they represent.

NJ- You are correct that there are a lot more honest people in New Jersey than not.  What's sad is that so many of the crooked criminals there seem to get elected to office, but then it's tough to know when you're voting how some politician may turn out.  How about the irony that I was born in Fort Monmouth NJ so I do have a connection to your state too.  Hope you're coping with those hot muggy summer days as I chill out in 65 degree coolness with our natural fog air conditioning.

How can the program "sell itself" when we have to spend all of our time REFUTING LIES instead of talking about what is ACTUALLY in the bill?


Do you acknowledge that there is no perfect solution that will make everyone happy, so the definition of a "good reform" is not as clear cut as you make it sound?

Do you acknowledge that the insurance industry has been less-than-ethical in many of their practices, which takes health care decisions OUT of your doctors hands and instead lets the INSURANCE COMPANY decide what treatments you receive?

F.Y.I. Alan, I read the article. I read all articles pretaing to the health industry...it's my business. I must remain informed on all fronts. MRI's and CT's with contrast cost bring in big buck to physicians. Sell you BS to someone that's nieve and not to me. The Co-op plan that Conservatives threw out to us, in order to get our feed back didn't come back positive either.

So explain to me how the current proposals address the concerns in the article instead blaming the message.  (..and when did say the Co-op plan was a good solution?).  Also, why do assume that I think you naive?  what BS am I pushing?  Your defensiveness shows the weakness of your arguments.  I am trying to forward serious concerns with the current proposals in reasonable and courteous manner.  I do not insult your positions, however, I do attack slogans and bumper sticker mentality from the left and the right.

There is a letter in the NYT today which I found logical.

The “root of the problem,” to use his language, lies in the way doctors are organized and the way they practice and are paid. Doctors are, and should be, the most important factor in determining how clinical resources are used in the diagnosis and treatment of illness and injury. Neither insurers nor government administrators can make the medical care decisions in a given case. Only doctors and their patients can do that.

The solution to our problem is to cap total national expenditures through an earmarked, graduated health care tax, provide universal coverage on a prepaid basis and encourage physicians to practice in private, not-for-profit multispecialty groups, where they would work for salaries rather than fee-for-service.

The author admits that it will be a difficult sell but puts it out as a long-term goal.  If an objective like this could be proposed with milestones to get there then this would be meaningful, and coherent, reform.
Does this bit of news mean we can also trade in clunkers Ted (School of Underwater Driving and Decadance) Kennedy, Dodd the Prostate Dud, and Reid the Banty Rooster?  Awesome! Of course their trade-in value would be rewarded with a new, bright, and shiny Edsel.

It has to be licensed and insured. So as long as you've been paying for that, you can trade it in.

For those saying they failed because they didn't properly estimate the costs, you are wrong. They new they couldn't estimated how many people would take advantage, so they made it Nov 1st or $1B whichever came first.

But go ahead and keep using your logic to help derail anything our President wants to do. He has learned how to defeat the republican lie machine and will continue to succeed with his programs!
This is a great way to stimulate the car industry.  Why wasn't it done earlier?  Get those old gas guzzling cars off the roads and the owners into a new more economical car.  Of course, the people will still have to borrow money to get the loans, so I guess the banks will profit also.  But those who need the new cars the most still can't afford them, even with a discount.  You know, those people who are unemployed.  OH well, I guess you can't have everything.

Now since this seems to be working, who is going to be the first to say NO?  Any guesses?
It would have nice to have a way to recycle the cars people are trading in for the new one.  I wish that there were more restrictions in what was really acceptable (certain hybrids - the non-SUV would be encouraged)  I know that my car wouldn't qualify because it already gets reasonable milage -- about 35 MPG.  I would hope that the car with the worst milage would get that.
As I said before, this is a successful program.  To say its throwing money away is rubish.  People forget that the govt get a piece of every cash transaction in america.  Look at the problems in the states.  We people dont spend, the govt makes no money, and it takes money to make money.  We are the govt's best investment.

The goal is not to give every driving american a car.  It is simply money set aside for a program.

There was no estimate that said "1 billion will eliminate every <18mpg car on the road"  

"1billion should satisfy everyone" NO!

You get it while its hot.  If the money gone, the money gone.  Somebody misses out, this is not entitlement.

But what it is, is highly sucessful and they want to keep it going.  
They will invest in us so that:
-we buy cars to fund big and small dealerships (small business)
-require Parts and such from factories(american workers)
-pay taxes on them and register them (badly needed state and local revenue)
-we get rid of old cars (eye sores, run dirty)
-they recycle the cars (jobs at salvage yards, steel re-use)
-the govt makes back a little money(recycling pays a small dividend. Oh, and cars mean tax revenue on gas, oil, parts, tolls, etc.)
Obama's whole presidency has been one clunker after another.

He is failing. The majority of the country are rejecting his inate policies.
Now that we here another part of the Stimulus is working, Republicans run for the Microphone trying to Stop It. We remember well,"We Want Obama to fail, therefore We want America to fail".

Republicans see another chink in their Velcro Armor being Destroyed by the American Consumer's! Keep building those Submarines with Screendoor's GOP.

As for those Republicans calling for Tort Reform(Daumed Lawyers), why was'nt the Republican held Congress so Fedup withem, that they could'nt find the Time to Effectively pass Tort Reform(since it's such a GOP Mantra)from 2002-2006. Wait, I Know, I Know, they were to Daumed busy trying to build Sand castles in Iraq ! You Fools are such a Joke, I'm having trouble figuring out whether to laugh hysterically or pull my hair out wondering how such Dumbasses ever came to Power.

Lets Hope during the August Recess for Congress, that the skies open up & GOD comes to take yall home.

--Who is making money on this deal?  Is the federal government supposed to get money back to pay the taxpayers (you and I) for the amount of money we put into the system.  Who makes money, dealerships and car manufacturers?  Under your logic, the government could pay $1 billion in which I would make $1 billion (Gov. spends so I can make).  I think is what you meant was 'transfer of wealth'.

Maybe it is worthwhile cause (debatable--I'm skeptical, you would accept any liberal spending program).  But don't try to pretend that we are making money, just more spending.

Why don't we pay families for buying healthy food.  If the government pays 50% of the bill on certain foods, people will buy it (a successful program--spending does not equal success).  Unless of course you are against people eating healthy.  Let's build houses and give them a way until there are no homeless.  That's stimulative, construction crews will be making money.  (Never mind that people won't take care of their free house, because you and I will just give them another in a couple of years).  You can't be against housing families and children?  Healthcare for all, as much as one wants--paid for free by the taxpayer.  That's what you want.

Cost of the Iraq war to date:  $915.1 billion.  That could have stimulated a lot more cash for clunkers, oh yeah, imagine what we could have done for health care reform if we hadn't squandered all that money?  Ooh, think of all the infrastructure we could have repaired, what if we had used some of that Iraq war money to invest in alternative energy research, what if Republicans didn't hate working middle class Americans, what if Republicans actually tried to do what was best for our country?  Well, they never have and they never will.  If they're not going to try to help fix the problems they created by hindering progress at every turn couldn't they at least shut the hell up and get out of the way?  Oh, who am I kidding, neocons are like spoiled children who realize they aren't going to win at some board game, so instead of losing they hurl the game board off the table so no one can play.
You people must be idiots (I mean that in a nice way).  The traded-in clunkers are going to be sold as "pre=owned" vehicles, not taken off the road.  If not here, then in Mexico, etc.  All this program does is reward unions by forcing taxpayers to subsidize someone's new car.  The auto industry has learned nothing except that it's pretty easy to be taken over by socialists.
